The block a merkle proof that verified against the local headers puts spendingTxId in; null while the spender is unproven. Set only by a sender that checked the proof, as for ReceiveUTXOCommand.blockHeight. A proven spend is recorded even over a reservation for another transaction; an unproven one is not (bead libspiffy-bapp).
