ChannelPeerAwayEvent class
A channel's peer cannot be reached (bead overnode_v2-7pf): its channel
messages backed off to resendAtMost and the last send failed, so they
are kept and no longer resent. The app watches for peerId (its
presence, say) and says when it is back with ChannelPeerReachable; a
message from the peer resumes them too. A peer that never comes back
leaves the channel to its lock time: the client's refund.
