VoidUnsettledTransactionCommand class

Records that txid, a transaction handed to this wallet that the network has not settled, can never be mined: an input of it is already spent by spentBy, a transaction a merkle proof confirms (checked against the local header chain by the caller).

The transaction's row becomes failed and its pending outputs become UTXOStatus.voided: they stop counting as funds on the way. Nothing is deleted. A later proof of txid itself still confirms it, which makes its voided outputs available, as for any voided output.

For a transaction this wallet built, the aggregate refuses: a deferred payment fails through RecordTransactionNetworkStatusCommand with INPUT_SPENT, and an ordinary payment of ours is settled by ARC. No event when the wallet has nothing to change (already voided).
