Whether the channel actually reached closed.

False when the close was journaled but this side holds no settlement transaction to record, so the channel stays in closing: the honest middle state, since the settlement may still arrive from the counterparty. success alone used to be answered true in that case too, which told the caller a channel had closed when it had not (bead libspiffy-z2px).
