ChannelCommandCheck class
Asks a channel aggregate whether it would take command, without taking it: the command runs through the aggregate's own handler and nothing is journaled (bead libspiffy-1a5k).
For a step whose effect outside the journal comes first. A refund claim is broadcast before it is journaled, since only a refund the network holds is a claim; checking it here first means a claim the channel refuses never reaches the network. The same command is then sent for real, and checked again, because the state may have moved in between.
