ProvisionFundingCommand class
Provision earmark-aware funding UTXOs for a token lifecycle.
Triggers a plugin's provisionFunding method, which builds a tree of
transactions (split + earmarks) from a single large UTXO. The coordinator
records each transaction, marks the original UTXO as spent, and registers
the earmarked UTXOs in the wallet's read model.
