ChannelRefundClaimedEvent class
The outcome of a RetryChannelFundingCommand (bead libspiffy-1n3).
success means the funding transaction reached the network on this
attempt and the channel is open on this side; the ordinary
ChannelOpenedEvent follows, and channel_open goes to the server as it
does on a first open.
A failure is reported here and nowhere else: the counterparty is told nothing, so a retry that fails again leaves the channel exactly as it was, its inputs still reserved for the same transaction, ready for The outcome of a ClaimChannelRefundCommand (bead libspiffy-cqc, the V-99 follow-up).
The claim broadcasts the refund, journals it and records the money back
in the wallet. None of that reaches the host on its own: unlike a close,
which surfaces through the channel's own ChannelClosedEvent, a claim
has no event the adapter forwards. Without this the host could not tell
a refund that landed from one the network refused as a double spend.
