AddWatchAddressCommand class

Adds a watch address to the wallet (bead libspiffy-p4kv): an address the wallet holds no key for whose payments it attributes to itself.

Journals a WatchAddressAddedEvent. Idempotent: an address that is already a watch address, or one the wallet derived itself, journals nothing (the wallet already owns it, and a derived address keeps its row).
