A transport whose timestamps are not readings of PeerClock.
Opt-in, like IAuthenticatedTransport: a transport that stamps messages
with PeerClock needs nothing here. One that has a clock of its own (LSL's
lsl_local_clock()) implements this, so that code which schedules against
message timestamps reads the same clock the timestamps came from.
