PeerClockOffsets class final
Per-peer clock offsets for one process, shared by every stream on a transport.
An offset is a property of the peer process, not of any one stream, so the
coordination path and every data stream read the same table. Keyed on node
uId, which is the only identifier stable across role changes and transports
(MessageTiming.sourceId is transport-specific and is not always a uId).
