CoordinationSendHealthEvent class final

Emitted when this node's own outbound coordination path changes health.

Fires once when consecutive send failures cross the alarm threshold, and once when they recover — not per failure. healthy false means this node's messages are not reaching the coordinator, so its heartbeats are not either, and it is on a countdown to being evicted. That is worth telling a user before the eviction: the alternative, and the reason this exists, is a screen that silently stops updating while everything local carries on.
