findInstructionFiles function

Future<List<InstructionFile>> findInstructionFiles(String workspaceRoot, { String? homeDirectory, })

Collects instruction files from the user's home config and from every directory between the filesystem root and workspaceRoot, outermost first so that the most specific instructions come last.
