KoolbaseReferenceInUseException class

Thrown when a record cannot be deleted because live records still reference it, under a reference declared on_delete: restrict — 409 reference_in_use.

Delete the referencing records first, or in the SAME batch: the check runs at commit, so one batch may delete a parent and its children in any order.
