Minimal client of the Turso Platform API used by katana apply.

baseUrl can be replaced (e.g. with a loopback server in tests).

katana applyで使用するTurso Platform APIの最小限のクライアント。

baseUrlは差し替え可能です（テストでのループバックサーバーなど）。
