DefaultISpectLoggerHistory class

In-memory ILogHistory backed by a ListQueue.

Respects ISpectLoggerOptions.useHistory, ISpectLoggerOptions.enabled, and ISpectLoggerOptions.maxHistoryItems. Exposes an unmodifiable view via history that is lazily cached and invalidated on mutation.
