isWebWheelCtrlKey function

bool isWebWheelCtrlKey()

Returns true if the most recent browser wheel event had ctrlKey=true. On macOS, browser converts trackpad pinch to wheel+ctrlKey. Flutter's HardwareKeyboard does NOT see this synthetic ctrlKey, so we track it in JS.
