HarborSliverClear class
One sliver of a scroll view you build yourself, kept clear at the ends you
choose. Use it on the sliver at each end of a CustomScrollView; a whole
scroll view is better as a HarborScrollView.
It marks the ends it cleared handled, as SliverSafeArea removes the padding it
applied, so a SafeArea or a MediaQuery.padding reader in sliver does
not clear them a second time. An end it does not clear is left as it is.
