List what one unit of each metered thing costs

Returns the rate authority's rows — the prices every metered charge resolves against. Narrow with ?product= to show one surface at a time rather than every rate at once. SuperAdmin only: a rate is cross-tenant money, so the handler asks for the reserved admin org's owner claim itself rather than trusting the bundle's token gate.

Note: This method returns the HTTP Response.
