The out-of-band flare every policy-produced authorization is recorded on.

It rides the SAME emit-only ExplorationTransport the orphan observation uses (D-8) — the station's existing durable carrier, no new store. Unlike that observation, though, its absence is not benign: with no carrier there is no record, and decideAgentPermission refuses rather than granting something nobody could read back.
