The evidence a caller who composed NO source has: nothing was looked up.

This is explicitly NOT an empty catalog. A bead citing nothing passes every viability row against it; a bead citing something is refused NAMING what nobody looked up.

One row cannot keep that promise, and says so instead of faking it: a bead id is only TELLABLE from prose against the set of store prefixes a catalog was read for, so with no catalog at all the bead_references row reports NOT CHECKED rather than either refusing every hyphenated word or claiming the text cites none.
