Duration const kGatingDeadline

The gating lane's absolute-from-spawn deadline (the_grid audit §4, tg-uad follow-through): the deterministic code-validation lane runs the bead's OWN Validation Plan via sh -c, which is minutes-scale by definition — never the multi-hour agentic build/critic lanes — so it must NOT ride the runtime provider's 2-hour default watchdog. Ten minutes bounds every future validation-latched variant of this lane without crowding a legitimately slow (but still deterministic) plan. Deliberately NOT applied to the LLM critic/build lanes, which legitimately ride the long default.
