create method
Create a new case and associate it with a parent.
It must have the following fields set: display_name
, description
,
classification
, and priority
. If you're just testing the API and don't
want to route your case to an agent, set testCase=true

[request] - The metadata request object.
Request parameters:
[parent] - Required. The name of the parent under which the case should be
created.
Value must have pattern `^\[^/\]+/\[^/\]+$`.
[$fields] - Selector specifying which fields to include in a partial
response.
Completes with a [Case].
Completes with a [commons.ApiRequestError] if the API endpoint returned an
error.
If the used [http.Client] completes with an error when making a REST call,
this method will complete with the same error.
