RegisterTwoFactorAuthKeys class

Register 2FA keys for the SingleTenantHsmInstance.

This operation requires all Challenges to be signed by 2FA keys. The SingleTenantHsmInstance must be in the PENDING_TWO_FACTOR_AUTH_REGISTRATION state to perform this operation.
