Activate a CertificateAuthority that is in state AWAITING_USER_ACTIVATION and is of type SUBORDINATE.
After the parent Certificate Authority signs a certificate signing request from FetchCertificateAuthorityCsr, this method can complete the activation process.

Request parameters:
name - Required. The resource name for this CertificateAuthority in the
format `projects / * /locations / * /caPools / * /certificateAuthorities /
- . Value must have pattern^projects/[^/]+/locations/[^/]+/caPools/[^/]+/certificateAuthorities/[^/]+$`.
$fields - Selector specifying which fields to include in a partial
response.
Completes with a Operation.
Completes with a commons.ApiRequestError if the API endpoint returned an error.
If the used http.Client completes with an error when making a REST call,
this method will complete with the same error.
