KwikFormsHealthException class

Raised when the backend reports KwikPass unhealthy, or when the health endpoint itself is unreachable — the gate fails closed, so a KwikForms call is never sent while health is unknown.

Mirrors KwikpassHealthException in shape, with a KwikForms message. timestamp is stamped at construction (i.e. at throw time), and status / error are readable fields — no parsing of a stringified payload needed.
