RefreshState class
Granular state for cross-module list refresh signaling.
Exposes a BehaviorSubject that emits true whenever a consumer requests
a refresh. Independent from AppState.refreshList: AppState retains its own
(deprecated) subject for backward compatibility; new code should subscribe
to this state instead.
