What debugGlassFusedSplit reads while nothing is imposed: the split.

Separate from the flag because a benchmark records what an unnamed arm resolved to, and by then an earlier arm may have imposed a value; and a getter rather than a constant because this default has moved three times (D190, D194, D199, D200), and a harness that copied it was wrong after each.
