Declares a change nothing above the content is painted for.
The escape hatch that makes GlassContentDeclaration.declared usable, and
it is now the last resort rather than the first: the host observes a
scroll (D147) and its own repaint, which between them cover every change
that is not behind a nested repaint boundary. What is left is content that
repaints inside one — and GlassChangingContent is the same thing said by
placement instead of by timing, which is usually the honest way round.
Reach it with GlassProxyScope.maybeOf(context)?.noteChange().
Free under GlassContentDeclaration.undeclared, where the proxy is re-recorded anyway, and the difference between a working screen and a frozen one under the default.
