Whether the app's own frame has to be composed onto a larger or differently-shaped canvas to produce this.

True for exactly one class today — Play's phone — and the reason is geometric rather than aesthetic: see StoreCanvas. A target that answers true cannot be exported unframed, and until a frame exists the export says so rather than writing an image the store will bounce.
