False when the shutter fell with an image decode or an asset read still
in flight — the picture is of a screen that was still filling in, and
the artwork it is missing turns up on the next step; true is the
absence of a report rather than a claim that everything the screen
wanted has arrived, and a step that is not a screen has nothing to
land and reads true vacuously.
Not a failure, and not the same thing as settled — a screen can be perfectly still and still be waiting for its illustration.
Only work that announced itself is counted, because nothing can tell a
decode that has not arrived from one that was never coming: a
FutureBuilder on a real future is invisible to this, and a step whose
landing ran out of turns to guess with says true as well. The wire
omits the field entirely on the true side, which is why that is the
default here.
