readSemantics method

InspectSemantics readSemantics()

The semantics tree, as semantics_capture.dart shapes it.

The entry id is withheld until there is a tree, so a poll settling on the id keeps waiting through the frame that builds it rather than accepting "nothing yet" as this entry's answer.
