expandAll static method

Set<RunPlatform> expandAll(Iterable<RunPlatform> platforms)

Every concrete platform platforms allows, shorthands expanded.

Empty in and empty out, and the caller has to read that as "no restriction" rather than "nothing is allowed" — the difference between an entry point that runs anywhere and one that runs nowhere.
