An action whose whole answer is one file returns an Artifact and is done. This is for the other shape: a result that is mostly data and has a picture in it somewhere — a run of fifty steps where one frame is the one to look at. The data still travels; these ride alongside, so a surface that can show an image shows it and one that cannot is no worse off.
Keep it to what the caller actually needs to see. Every artifact here costs an agent context, so a run returns the frame that explains the failure rather than all fifty.
