Lints class

Lints — which analyzer rules this repo evaluated, and which it never did.

Repo-scoped rather than package-scoped, deliberately: analysis_options.yaml files inherit across package boundaries (a member includes the root), so "this rule is mentioned nowhere" is only a truthful sentence about the union. The plugin discovers every options file itself; there is nothing to declare.
