getter/setter pair

Default hold for hover and unhover — real elapsed time, not a settle.

600ms because that is the top of the range apps actually configure: Flutter's own Tooltip.waitDuration default is zero, and the themes that set one land between 300 and 600. The hold stops the moment the app reacts, so this is what an unreactive control costs, not what a tooltip costs.
