DeviceInsets class

A device's safe areas, as one value.

Ours rather than EdgeInsets because this file is pure Dart by design: a project's tool/flutterware.dart and a scenario folder's flutter_test_config.dart both import it, and neither should have to pull in Flutter to name a device.
