StepIds class
Hands out a flow's step ids, each of them once.
A step's id is its path through the flow, and a path repeats: tap "Next"
three times is three steps under one spelling, and a finder whose identity
hash was taken out — widget with key [GlobalKey#] — is every question of a
form under one. Measured on a real 54-scenario suite, 51 of them repeated
an id, and one flow had 17 for its 101 steps. Everything that addresses a
step goes through its id, so everything was wrong at once: Next on the
second tap "Next" opened the first and never got past it, a link to any
of them landed on the first, and the frames — a map by id — kept the last
one written, so every step of a group showed one picture.
The first keeps its path, so an id that was already unique is unchanged;
each repeat says which one it is — tap "Next" (2).
