What grouping aims for once it is needed.

Lower than readableRegions, and the two numbers answer different questions: when is this a tangle and what should be left of it. Stopping at the first radius that merely scrapes under a dozen leaves a picture that reads as an accident — a paragraph cut into four boxes at the line the descenders happened to touch. A tangle worth grouping at all is worth grouping into the handful of blocks a person would have drawn.
