Events only on head, and only on base, as <channel> <title> with the
title as the app wrote it.
Strings rather than deltas, and unchanged from the shape that shipped
first: an older reader of index.json sees the strings it always saw,
and deltas is the field it ignores. A report written before the titles
were kept whole carries them masked.
