activeRefs static method

Iterable<String> activeRefs()

Returns every currently-registered ref token (both eN and qN).

Used by the fuzzy-match suggestion path in utils/error_envelope.dart#collectSnapshotCandidates to surface "did you mean?" candidates when an action handler receives an unknown ref. Order is iteration order of the underlying maps, which is stable-insertion in Dart — callers must not rely on it.
