SkillToolDeclaration class

Declaration of a tool in the SKILL.md manifest.

Supports three portability tiers:

  • external: Remote MCP server referenced by registry URL.
  • local: Runtime-specific install command (pip/npm/npx/uvx).
  • capability: Generic capability name for host substitution.
