SafaehBottomNavScope class

Provides bottom-navigation geometry to a shell's descendants.

Place this above the shell body and the floating navigation bar. Widgets such as SafaehPageIndexOverlay and SafaehBottomNavAwareFabLocation.resolve can then avoid the bar without duplicating offsets.
