Ktx2FormatException class Assets and loading

Thrown when bytes are not a valid KTX2 file or exceed what this reader supports (e.g. a 64-bit offset that does not fit in a web-safe integer).

A FormatException so callers can catch malformed input uniformly with every other decoder the engine ships.
