\brief Get a ::OrtValue tensor stored as an attribute in the graph node.

Used in the CreateKernel callback of an OrtCustomOp to get a tensor attribute.

\paramin info ::OrtKernelInfo instance. \paramin name UTF-8 null-terminated string representing the attribute's name. \paramin allocator Allocator used to allocate the internal tensor state. \paramout out Returns newly created ::OrtValue. Must be freed with OrtApi::ReleaseValue, which will also free internal tensor state allocated with the provided allocator.
