MiuixNavigationRailItem class

导航栏项目，支持图标、标签以及可选徽标槽位。

badge 是任意 Widget，由本文件自包含地锚定到图标右上角，无需依赖尚未移植的 Badge 组件。图标为装饰内容，项目语义仅朗读 label。
