LocalAiTokenizerUnavailable class

Thrown by LocalAiHost.countTokens when the host has no tokenizer to ask. Distinct from a transport failure so LocalAiSession.sizeInTokens can fall back to an estimate for this case only, and surface real wiring bugs.
