PlatformToggleConverter class

JsonConverter for PlatformToggle that accepts the legacy bool-or-string YAML grammar.

Accepted inputs:

• null or false → PlatformToggle.disabled
• true → PlatformToggle.enabled
• non-empty String → PlatformToggle.named

Anything else (numbers, lists, maps, empty strings) throws.
