NetworkInterceptor class

Announces that network interception is available. Unlike the other built-in interceptors, capturing calls isn't automatic — wrap a client in HttpInterceptor or add DioNetworkInterceptor() to a Dio instance yourself, since there is no single client to attach to globally.
