ForegroundCallBudgetConfig? foregroundCall

Foreground tool-call budget (agent.foregroundCallBudgetSeconds + agent.foregroundCallAutoConvert, issue #1786): bounds the wall-clock window a running foreground call can escape steering through (offer at B/2, force-escalate at B). Both leaves absent → null — the loop applies its own defaults (600s, offer).
