headlessEmptyReplyNudges property
gh-1603: the empty-reply continue nudge budget for HEADLESS runs.
Interactive keeps the issue #1085 M2b one-nudge semantics (a user is
present to re-ask); an unattended run retries the blank longer — the
session may end only after 1 + headlessEmptyReplyNudges consecutive
unrecoverable empties, and then the exit is the explicit
__FA_INCOMPLETE failure (never a clean 0).
